Home rule provides the legal foundation for local decision making and can set limits on state interference. It’s essential to ensuring that state and local governments can work together effectively.

Although most states have home rule, the law hasn’t been fundamentally updated in nearly 70 years even as the need for clear rules becomes increasingly urgent. Home rule is no longer adequate to address the myriad challenges facing communities and local elected officials today – challenges that are often amplified because of abusive preemption. When local governments don’t have the authority needed to take local action, it’s often BIPOC, women, LGBTQ people, immigrants, and working people who pay the price.

That’s why LSSC is committed to advancing home rule reform. LSSC worked with the National League of Cities in 2020 to draft a new framework, Principles of Home Rule for the 21st Century, and continues working with partners in the advocacy, legal, and policymaking realms to achieve meaningful change.
